Congress Repeals 3% Withholding Tax, President Signs It Into Law- The U.S. House of Representatives voted to pass the Senate-amended version of H.R. 674, legislation to repeal the 3% government withholding tax mandate on federal, state, and local contracts that was scheduled to take effect in 2013. This is a major victory for small businesses that do any kind of government work, because they will not face additional paperwork and potential loss of revenue now that this onerous law has been repealed. Thanks to all ACCA contractors who sent letters to Congress encouraging them to repeal this law.
PUCO Motor Carrier Rules - COLUMBUS, OHIO (March 16, 2011) – The Public Utilities Commission of Ohio (PUCO) today rescinded administrative rules applying to private commercial motor vehicles with a gross vehicle weight (GVW) between 10,001 and 26,000 pounds operating in intrastate commerce.
“The PUCO has received feedback from numerous interested parties, including lawmakers and industry members, that these rules deserve additional review,” said PUCO Chairman Todd A. Snitchler. “It is important for the PUCO to operate at the speed of business and implement regulations that promote safety while at the same time allow businesses to compete and operate efficiently. Today’s decision is a step in that direction.”

The Residential Construction Advisory Committee (RCAC) has completed its review of the text version of the Residential Code of Ohio (RCO). Before making its recommendation to the Board of Building Standards (BBS), the RCAC has posted its second draft online for 30 days to allow interested parties to review the draft language. RCAC proposed changes are shown in italicized test and a list of sections proposed to be modified is located at the end of each chapter.

4th Annual ACCA-PHCC Legislative Day a Success! On May 24, more than 25 ACCA and PHCC members descended on Columbus to meet with state lawmakers to discuss residential licensing, the PUCO, privatization of workers comp and natural gas rates. Members met with over 48 legislators in the Ohio House of Representatives and Ohio Senate.
Legislative Day is a one-day event with an issues briefing to kick-off the event, meetings and evening reception, that was attended by more than 50 state Reps and Senators, at the Statehouse Crypt.
Timothy Mann Jr., a student at Polaris Career Center, Middleburg Heights, Ohio, accepts his first place award from local Akron area contractor Bruce Beckwith, president of the Akron Canton Area ACCA Chapter. Mann accumulated 429 of a possible 500 points to win Best Overall Individual Student in the 2011 SkillsUSA Ohio Regional Challenge.
